摘要
服务型团结是社会治理共同体的重要内涵之一。本文尝试从制度与实践的结构化理论视角,探索社会工作主导的“服务型团结”究竟何以可能。案例研究发现,社会工作从“项目规制合法性”,到回应“专业合法性”,再到获得“公共合法性”,呈现了结构“化”于行动的根源性、条件性、趋向性特征,揭示了专业服务推动“利益发现→利益结合→利益与价值双重维系”团结秩序的形成机理,由此聚合“专业-利益-价值”三维成型的“服务型团结”。这一结构上的合法性演化过程实质上反映了社会工作在行动中发挥专业优势促进“服务型团结”生成的机制。所以,应当注重制度环境的“行政在场”,防范专业实践的“方法降维”,完善组织承诺,积极拓展社会工作专业服务空间。
Service-oriented solidarity is a key aspect of the social governance community.This paper attempts to explore the possibility of"service-oriented solidarity"led by social work from a structural theory perspective that integrates both institutions and practices.The case study finds that social work begins with"project regulatory legitimacy",moves towards"professional legitimacy",and ultimately gains"public legitimacy".This process shows a transformation of structure into action.It reveals the formation mechanism of an order of solidarity driven by professional services that promotes"interest discovery→interest combination→dual maintenance of interests and values",thereby forming'service-oriented solidarity".This structural legitimacy evolution process reflects how social work uses professional advantages to foster service-oriented solidarity.Therefore,attention should be given to ensuring"administrative presence"in the institutional environment,preventing the"methodological reduction"of professional practice,enhancing organizational commitment,and expanding the professional space for social work.
