摘要
人才振兴是乡村全面振兴的核心引擎,但对于乡村人才创新实践机制的揭示却明显不足。通过对云南省域内多地市乡村CEO政策实践的案例研究,探讨新兴兴村主体助推乡村振兴的行动框架。研究表明,与乡村CEO“高嵌入性—高公共性”的主体特征相关联的“主体嵌入—功能融入”框架可以确保乡村CEO的主体合法性与有效性。乡村CEO助推乡村振兴的本质在于其作为村庄运营的主体,通过制度性主体嵌入和结构性功能融入,将探查村庄内部需求和外部发展干预有机融合,以集体资产整合与盘活的职业活动促进乡村内源式发展。前者依赖政府围绕乡村CEO进入、成长、使用、退出的集成式制度牵引,后者依赖经济资本、社会资本、象征资本和文化资本的场域内运作,两相顺承,共同驱动人才振兴引领乡村振兴。
Talent revitalization is the core engine for all-round rural revitalization,but the revelation of the ru⁃ral talent innovative practice mechanism is obviously insufficient.Through a case study of the rural CEO policy practice in various cities within Yunnan Province,this article discusses the action framework of the newly emerging village subject to promote rural revitalization.The research shows that the“subject embedding-func⁃tion integration”framework,associated with the“high embeddedness-high publicity”as the subject character⁃istics of rural CEO,can ensure both the legitimacy and effectiveness of the subject of rural CEO.The essence of rural CEO’s promotion of rural revitalization lies in the fact that as the subject of village operation,it organical⁃ly integrates internal village demand exploration with external development intervention through institutional subject embedding and structural function integration,and promotes rural endogenous development through pro⁃fessional activities involving the integration and revitalization of collective assets.The former relies on the gov⁃ernment’s integrated institutional guidance around the entry,growth,use,and exit of rural CEO,while the latter relies on the operation of economic capital,social capital,symbolic capital,and cultural capital within the field.Both of them work in tandem to drive talent revitalization and thus to lead rural revitalization.
