摘要
后脱贫时代产业扶贫面临两难选择、靶向失准、机制供给不足和保障机制不健全等问题。基于区块链、供应链和产业链等理论,剖析影响产业扶贫关键问题,研究结果表明:利用区块链技术优化科学分配产业组织扶贫利润,预防“假扶贫”问题产生;通过双链融合有效促进产业链延伸,可以提升对贫困户“扶志、扶智”的双重效应。另外,财富的积累可增强贫困户对生产投资的信心,推动产业链向前延伸;通过政府、产业组织、市场和社会协同构建治理贫困机制,优化农业产业“大扶贫”“科学扶贫”大格局,可激发农业生产活力,高效配置农业资源,打造规模化、集约化、高效化产业链扶贫模式,促进要素合理流动,推动乡村振兴。
In the post-poverty era,industrial poverty alleviation faces such problems as dilemma choice,misalignment of target,insufficient supply of mechanism and imperfect guarantee mechanism.Based on the theories of block chain,supply chain and industrial chain,the paper analyzes the key issues affecting industrial poverty alleviation.The results show that:Using the advantages of block chain technology to scientifically distribute poverty alleviation profits of industrial organizations can effectively prevent the problem of " fake poverty alleviation",and the extension of the industrial chain through the double chain integration can enhance the dual effect of " supporting the will and supporting the wisdom" for poor households.In addition,the accumulation of wealth of poor households can enhance their confidence in production and investment,and promote the extension of the industrial chain.It is necessary to build a poverty control mechanism,optimize the overall pattern of " large-scale poverty alleviation" and "scientific poverty alleviation" in the agricultural industry through the coordination of the government,industrial organizations,market and society.The mechanism can stimulate the vitality of agricultural production,efficiently allocate agricultural resources,create a model of large-scale,intensive and efficient industrial chain poverty alleviation,and promote the reasonable flow of factors and rural revitalization.
