摘要
随着科技革命步伐加快,数实深度融合与新质生产力发展已成为中国经济结构转型升级的驱动力。数实深度融合与新质生产力发展具有内在一致性,其表现为相互促进的辩证统一关系。两者双向交互的逻辑机理在于数实深度融合是推动新质生产力发展的根本载体,新质生产力发展是加快数实深度融合的核心动能;战略价值在于应对百年未有之大变局下转型发展的迫切需求、科技强国方针下推动新兴产业发展的必然选择、制造强国建设下实现新型工业化的必由之路、乡村振兴战略下推进城乡协调发展的客观要求。指出存在新型基础设施体系建设滞后、数字技术不具备核心竞争力、城乡区域之间发展不协调、数据与技术治理体制尚不健全等现实困境。提出应当构建现代化基础设施体系、建立城乡协调发展的机制、实现高水平科技自立自强、健全数据与技术治理体制等实践路径。
With the acceleration of technological revolution,the deep integration of data and reality and the development of new quality productive forces have become the driving forces for China′s economic structural transformation and upgrading.The deep integration of data and reality and the development of new qualitative productive forces have inherent consistency,which is manifested in a dialectical unity relationship of mutual promotion.The logical mechanism of the two-way interaction between the two lies in the fact that the deep integration of data and reality is the fundamental carrier for promoting the development of new qualitative productivity,and the development of new qualitative productivity is the core driving force for accelerating the deep integration of data and reality;The strategic value lies in responding to the urgent needs of transformation and development under the unprecedented great changes,the inevitable choice to promote the development of emerging industries under the policy of building a technological power,the necessary path to achieve new industrialization under the construction of a manufacturing power,and the objective requirements of promoting coordinated urban-rural development under the rural revitalization strategy.It is pointed out that there are practical difficulties such as lagging construction of new infrastructure systems,lack of core competitiveness in digital technology,uncoordinated development between urban and rural areas,and incomplete data and technology governance systems.The paper proposes practical paths such as building a modern infrastructure system,establishing a mechanism for coordinated urban-rural development,achieving high-level technological self-reliance and self-improvement,and improving the data and technology governance system.
