摘要
[目的/意义]地方应用型本科高校智库通过深度参与政企科学民主依法决策,在知识创新与实践应用中实现高质量发展,充分彰显“应用型”和“地方性”特征,助推应用型本科高校高质量发展。[方法/过程]本文通过文献梳理、数据挖掘与分析、案例阐释等方法,首先归纳地方应用型本科高校智库的功能定位,然后通过整体与局部比较分析出地方应用型本科高校智库建设存在的功能定位模糊、智库人才不足和成果水平有限3个方面的现实困境,最后提出了创新发展路径。[结果/结论]地方应用型本科高校智库具有服务政企决策的基本功能、提升学科建设和科研能力的支撑功能以及提高人才培养质量的独特功能,应通过校地政企深度融合、人才培养深入推进、多措并举深化支撑、智库联盟深刻联系等4个大方面13项具体举措创新建设路径,聚焦微中观社会现实问题,推动智库高质量发展。
[Purpose/Significance]Through deep involvement in the scientific,democratic and legal decision-making of government and enterprise,area-application-oriented universities can achieve high-quality development in terms of knowledge innovation and practical application.[Method/Process]Firstly this paper summarizes the functional positions of think tanks in area-application-oriented universities through literature review,data mining and analysis,and case interpretation.TThrough the overall and partial comparative,analysis the realistic dilemma in the construction of think tanks in area-application-oriented universities,which can be divided into three aspects:ambiguous functional positioning,insufficient think tank talent and limited achievement level.Finally this paper puts forward an innovative development path accordingly.[Result/Conclusion]Think tanks in area-application-oriented universities have three functions:serving government and enterprise decision-making;promoting the supporting function of discipline construction and scientific research capabilities;improving the quality of talent training.This paper proposes 13 measures in four aspects,deep integration of university with local government and enterprises,in-depth promotion of talent training,simultaneous implementation of multiple measures to improve the supporting function,and deep connection of think tank alliances,to innovate the construction path and focus on the realistic dilemma of the micro-meso-society,and promote the high-quality development of think tanks in area-application-oriented universities.
