为破解青岛建设中国—上海合作组织地方经贸合作示范区实践发展中的四个突出问题,以系统理论构建四位融合赋能模型,推进生态与科技融合赋能园区绿色和谐发展;构建“平台+要素”系统催生新型业态;创新科技金融,改善示范区营商环境;激活“产学研用赛”科教汇通发展势能。培育青岛经略海洋、现代产业集群、要素赋能优势和制度创新优势。
To address the four prominent issues in the practical development of Qingdao's construction of the China Shanghai Cooperation Organization local economic and trade cooperation demonstration zone,a four dimensional integration empowerment model is constructed using system theory to amplify the summit effect,cultivate Qingdao's advantages in ocean management,modern industrial clusters,factor empowerment,and institutional innovation.Its main thinking points include promoting the green and harmonious development of ecological and technological empowerment parks;Building a"platform+elements"to promote the emergence of new business formats;Innovate technology and finance to improve the business environment of the demonstration zone;Activate the development potential of the"Industry,University,Research and Application Competition"science and education integration.
