摘要
以青海省碳排放为研究对象,分析当前阶段碳排放结构及其影响因素,发现青海省已经具备“率先实现碳达峰”目标的基本经济基础,但仍存在减排思想谬误、人均碳排放趋向增长、能源技术变革、产业用能模式固化方面的问题。本文提出青海省工业体系“去碳化”的对策建议:明确中间目标,推动工业领域绿色化转型;能源效率补偿,积极推进碳减排理念;双侧协调发展,创新驱动价值链攀升。
Taking the carbon emission of Qinghai Province as the research object,this paper analyzes the structure of carbon emission and its influencing factors at the current stage,finds that Qinghai Province has already possessed the basic economic foundation for"taking the lead in realizing the goal of reaching the carbon peak",but there still exist the fallacy of emission reduction ideology,the tendency of per capita carbon emission to grow,the change of energy technology,and the solidification of industrial energy use mode.This paper proposes countermeasures for the"decarbonization"of the industrial system in Qinghai Province:clearing intermediate goals,promoting the green transformation of the industrial sector;energy efficiency compensation,and actively promoting the concept of carbon emission reduction;coordinated developing of the two sides,and innovation-driven value chain upgrading.
