摘要
新一轮本科教育教学审核评估是在继承上一轮审核评估基础上进行的,评估尺度、评估周期、操作流程、核心观念、结果标示等方面保持原样,但在评审方法、结果使用、风险规划、质量文化、基准比对等方面进行了改进。从新一轮普通高校本科教育教学审核评估方案来看,它改变了以往高校本科教育教学审核评估管理模式,提倡高校本科教育教学审核评估价值性理念与应然指向,构建完整的高校应用治理评估机制,以强调各高校本科教育教学审核评估结果的重要性。高校审核评估方案需要以高校教育教学评估指标体系为指导方向,以便化解各高校评估治理方式的矛盾,遵循高校本科教育教学规律,构建科学、适用的审核评估指标体系,力求教育教学质量管理与评估专业化发展的高度统一。
A new round of undergraduate education and teaching evaluation was launched by Ministry of Education.The experiences from the previous round being used as a reference,the new round retains evaluation factors like evaluation scale,evaluation cycle,operational processes,core concepts,results marking.However,modifications will be made on such respects as evaluation methods,results use,risk planning,quality culture,benchmarking,and among others.The new round of undergraduate educational and teaching review and evaluation programs has changed the perspective whereby undergraduate educational and teaching management modes are examined and assessed.This change targets on valueladen concepts and developments of undergraduate examination and assessment,ensuring a complete evaluation of the applied governance theory to be constructed,highlighting the importance of evaluation results for all colleges and universities.The new review and assessment programs for undergradu-ate institutions must be guided by educational and teaching assessment index system,so contradictions arising from universities’evaluation governance can be disposed of.Observing undergraduate education and teaching laws enables the new review and assessment programs to develop into a scientific and applicable assessment index system;a high degree of unity between education and teaching levels control and professional improvement of evaluation can be achieved.
