摘要
目的探索加强我国执业药师人才队伍建设的路径和方法。方法通过提取国内外相关官方网站的资料及检索文献,研究我国执业药师人才队伍发展现状、面临的形势及存在的问题;通过与国外执业药师人才队伍、国内医护人才队伍建设情况进行对比分析,探索加强我国执业药师人才队伍建设的路径。结果目前,我国执业药师人才队伍建设各项制度不断健全,管理体制机制不断完善,资源总量稳步增长,但总体水平较低,主要表现为执业药师法律保障层级低,人才队伍结构欠合理,区域分布不均衡,发挥作用欠缺等。结论建议管理部门可通过加强顶层设计、制订人才发展规划,完善准入标准、建立人才评价机制,加强培养力度、提升人才能力素质,推进协同发展、完善人才交流机制,施行动态全程监管、建立人才激励机制,加强投入保障、严格人才规范管理,促进执业药师人才服务能力提高与结构优化,为服务于药品监管及健康中国建设奠定坚实的人才基础。
Objective To investigate the paths and methods to strengthen the construction of the licensed pharmacist talent team in China.Methods Relevant data in the official websites at home and abroad and literature in the databases were obtained to study the current development status and existing problems of licensed pharmacist talent team in China.The paths to strengthen the construction of licensed pharmacist talent teams in China were explored by the comparative analysis with the construction of foreign licensed pharmacist talent teams and domestic medical and nursing talent teams.Results At present,various systems for the construction of the licensed pharmacist talent team in China are constantly improving,the management systems and mechanisms are constantly perfecting,and the total amount of resources is steadily increasing.However,the overall level of licensed pharmacist talent team in China was relatively low,mainly manifested in the low level of legal protection for licensed pharmacists,irrational structure of the talent team,uneven regional distribution,and insufficient role of licensed pharmacists.Conclusion In order to improve the service level,optimize the structure of licensed pharmacists,lay a solid talent foundation for the drug supervision and construction of a healthy China,it is suggested that the management departments should strengthen the top-level design,formulate talent development plan,improve access standard,establish talent evaluation mechanism,strengthen training,improve talent ability and quality,promote coordinated development,improve talent exchange mechanism,implement dynamic whole-process supervision,establish talent incentive mechanism,strengthen investment and strictly regulate talent management.
