摘要
作为公众代表的政府基于公众利益最大化领导实施人工智能战略,必然要承担相应的伦理责任,以保证人工智能的良性健康运行。总体而言,政府需要承担的是全面的持续性伦理责任,主要包括前瞻性、过程性、后果性和终极性伦理责任。政府应立足于制度伦理和德性伦理切实承担起相应的伦理责任;不断建立健全发展人工智能的伦理制度规范并严格执行,并在此基础上积极弘扬社会美德,不断提升社会成员的思想道德水平。
As representatives of the public interest,governments bear the ethical responsibility to ensure the ethical and beneficial deployment of artificial intelligence(AI).This paper explores the ethical responsibilities that governments should fully and continuously undertake in the development of AI strategies,focusing on the foresight,consequences,processes,and ultimate ethical responsibilities.Governments should base their actions on institutional ethics and moral principles,establishing and implementing ethical guidelines for the development of AI.Additionally,governments should actively promote societal virtues and enhance the ethical standards of individuals within society.
