摘要
治理数字化转型是新时代推进超大城市治理现代化的重要途径,应遵循“以人民为中心”的价值逻辑、有效治事的效用逻辑以及撬动改革的发展逻辑。超大城市治理数字化转型,在理论层面,基于“结构—过程—功能”分析框架,是一个以数字技术赋能治理体系调整、治理过程优化,进而释放超大城市社会治理整体效能的过程;在实践层面,通过对以北京“接诉即办”和上海“一网统管”为代表的超大城市治理数字化转型实践的比较分析发现,虽然转型动力和转型路径不同,但是技术和制度都是影响转型的关键性要素,且二者相互作用。从整合性、过程性视角出发,协同理念、组织、技术与制度四要素,未来优化超大城市治理数字化转型需走自上而下和自下而上良性互动的复合路径,同时推进技术和制度双重变革,并在机制创新基础上进一步推动体制改革。
The digital transformation of governance is an important way to promote the modernization of megac⁃ity governance in the New Era.The transformation follows the value logic of“being people-centric”,the utility logic of“effective governance”,and the development logic of promoting the reform of urban governance.At the theoretical level,on the basis of the“structure-process-function”analytical framework,the digital transforma⁃tion of megacity governance is a process in which the governance system adjustment and governance process op⁃timization are enabled by digital technology,thus a process in which the overall efficiency of social governance in megacity is released;At the practical level,according to the comparative analysis of the practice of digital transformation of mega-city governance represented by“public complaints processed without delay”in Beijing and“integrated management in one network”in Shanghai,it is found that although the transformational dynam⁃ics and transformational paths are different,both technology and institution,which interact with each other,are key to the transformation.From the perspective of integration and process,in collaboration with the four ele⁃ments(i.e.concept,organization,technology,and institution),the future optimization of the digital transforma⁃tion of megacity governance needs to take a compound path of top-down and bottom-up benign interaction,and it is required to promote the dual reform of technology and institution and further to promote institutional reform on the basis of mechanism innovation.
