摘要
推进国家治理现代化是一个系统工程,需要全方位努力,而加快数字政府建设无疑是其中一项重大举措。数字政府是信息化政府、管理网络化政府、办公自动化政府、政务公开化政府、运行程序优化的政府。数字政府对于国家治理现代化的作用和意义在于,它使政府决策科学化、社会治理精准化、公共服务高效化、政府治理民主化,还在许多方面使腐败失去了条件。本文指出,数字政府建设表面上看是个技术问题,实质上是对权力的态度问题,因此,数字政府建设需要向权力开刀的自我革命精神、以人民为中心的施政理念以及数字治理头脑和数字治理能力。
To promote of state governance modernization is a systematic project,which needs all-round efforts,and one of the major measures,undoubtedly,is to accelerate the construction of digital government.Digital government is the government of informanization,network management,office automation,openness and optimized operation procedures.The role and significance of digital government in the modernization of state governance lie in that it makes government decision scientific,social governance precise,public service efficient and governance democratic,and it also deprives corruption of conditions in many ways.This article points out that the construction of digital government is a technical problem on the surface,but essentially it reflects the attitude towards power.Therefore,the construction of digital government needs the spirit of selfrevolution of power,people-centered governance philosophy,digital governance consciousness and digital governance ability.
