摘要
为提高我国战略资源自给能力和海水化学资源综合利用能力,文章从保障战略资源安全的角度,针对我国海水化学资源的提取利用开展研究,分析我国海水化学资源提取利用现状及其重点方向,并从加强顶层设计、完善制度保障体系、构建协调合作机制和加强科技创新能力4个方面对海水化学资源提取利用提出建议,旨在更好地保障我国战略资源安全,缓解关键资源对外依存度高的问题,同时为我国海水化学资源的发展和管理提供决策参考。
In order to promote self-sufficiency of strategic resources and comprehensive utilization of seawater chemical resources,this paper conducted research on the extraction and utilization of seawater chemical resources from the perspective of ensuring the security of strategic resources.This paper analyzed the current situation and the key directions of the extraction and utilization of seawater chemical resources in China,and put forward suggestions from four aspects including strengthening top-level design,improving institutional guarantee system,building cooperation mechanisms and strengthening technological innovation capacity,aiming to better ensure the security of China′s strategic resources and alleviate the problem of foreign resources dependence.At the same time,it provided reference for the development and management of seawater chemical resources in China.
