摘要
当前中国产业链安全稳定面临国际、国内两个层面的多重风险,本文分别从供给侧和需求侧角度分析诱发多重风险的主要因素,提出要从根本上保障产业链安全稳定,需兼顾国内高质量发展和国际竞争需要,发挥新型举国体制优势,与深化供给侧结构性改革、实施扩大内需战略、扩大高水平开放等有机结合,全面布局、分期部署、分类施策,以制度改革为保障,充分利用国内超大规模特别是高端产品市场优势,巩固强化既有国际竞争优势基础上打造新竞争优势,培育出高质量、更大规模、自主可控的现代产业体系。
At present,China’s industry chain security and stability is facing multiple risks at both international and domestic levels.This article ana⁃lyzes the main factors inducing multiple risks from the supply-side and demand-side perspectives,and proposes that in order to fundamentally safeguard the industry chain security and stability,it is nec⁃essary to take into account the needs of high-quality development at home and international com⁃petition,give full play to the advantages of a new type of national system,and combine it with the deepening of structural reform of the supply-side,implementation of the strategy of expanding domestic demand,and expanding the opening up of high level.And should be comprehensively laid out,deployed in phases,applying classified measures,and safeguarded by systematic reforms,so as to fully utilize the advantages of the domestic market for super-large-scale,especially high-end products and to create a new competitive advantage based on the consolidation and strengthening of the existing international competitive advantages,so as to culti⁃vate a high-quality,larger-scale,self-controlled modern industrial system.
