摘要
近年来,我国出口贸易面临外需疲软、国内生产成本上升、绿色贸易壁垒加剧和欧美发达国家对华经济脱钩政策的严峻挑战,出口企业急需向高质量发展转型升级,而绿色金融对其发展有着至关重要的促进作用。文章从宏观和微观相结合的视角,深度剖析了绿色金融促进出口企业高质量发展的作用路径及存在的制约因素。研究表明:(1)目前我国已经建立了一整套绿色金融制度框架,而出口企业在高质量发展方面取得了稳步提升;(2)绿色金融通过发挥资金配置、政策引导、信用机制、信息传递、资本引导和风险管理的功能,一方面提升了出口企业国际竞争力,另一方面有利于其绿色创新发展与安全发展,最终促进了出口企业高质量发展;(3)目前制约绿色金融促进出口企业高质量发展的因素主要是绿色金融制度不科学不完善、绿色金融发展不平衡不充分,以及配置效率不高。未来,我国应该加强顶层设计、建立科学完善的绿色金融制度体系,大力支持绿色金融发展、改善内部结构失衡,不断完善激励约束机制、提升绿色金融配置效率。
In recent years,China's export trade has been facing severe challenges from weak external de-mand,rising domestic production costs,intensifying green trade barriers and the economic decoupling policies of developed countries in Europe and the United States towards China.Export enterprises urgently need to transform and upgrade to high-quality development,in which green finance plays an important role.This article deeply ana-lyzes the paths of green finance promoting high-quality development of export enterprises from a combination of macro and micro perspectives and shows that:(1)China has established a whole set of green financial system framework,while export enterprises have made steady improvement in high-quality development;(2)Through the functions of fund allocation,policy guidance,credit mechanism,information transmission,capital guidance-and risk management,green finance enhances the international competitiveness of export enterprises on the one hand,and facilitates their green innovative development and safety development on the other hand,and ultimately promotes the high-quality development of export enterprises;(3)The current constraints on green finance to pro-mote the high-quality development of export enterprises are mainly the unscientific and imperfect green financial system,the unbalanced and insufficient development of green finance,and the low allocation efficiency.In the future,China should strengthen the top-level design to establish a scientific and perfect green financial system,strongly support the development of green finance and improve the internal structural imbalance,continuously im-prove incentives and constraints to enhance the allocation efficiency of green finance.
