摘要
我国进入高质量发展新阶段,开放大学系统需要抓住国家教育数字化战略行动机遇,解决一直以来困扰开放大学转型发展的问题。通过对中日两国开放大学筹建和运营的制度进行考察发现,日本放送大学遵循《学校教育法》《放送大学学园法》,在筹建和运营过程中体现出显著的合规性特征;我国开放大学系统更多地围绕国家阶段性发展需要,发挥政策优势在短时期内快速发展并取得显著成效,但同时也因为社会的加速发展和相关政策的调整,面临着长期边缘化的两难境地和转型发展的举步维艰。基于此,从推进国家层面终身教育立法支持和开放大学系统自我革新两个方面,对我国开放大学系统的转型发展进行反思,或可为数字化转型背景下我国开放大学高质量发展提供参考。
China has entered a new stage of high-quality development.The open university system needs to seize the opportunity of national education digitalization strategic action to solve the problems that have plagued the transformation and development of open universities.Through the investigation of the establishment and operation of the open universities in China and Japan,it is found that the Open University in Japan is subject to the School Education Act and Act on the Open University of Japan and in significant compliance in the process of establishment and operation;however,the open university system in China has developed rapidly and achieved remarkable results in a short period of time by focusing more on the needs of the country's phased development and giving full play to the policy advantages.However,due to the accelerated development of society and the adjustment of relevant policies,it is faced with the dilemma of long-term marginalization and the difficulty of transformation and development.Based on this,this paper reflects on the transformation and development of open university system in China from the two aspects of promoting the legislative support for lifelong education at the national level and the self-renovation of the open university system,in order to provide reference for the high-quality development of open universities in China under the background of digital transformation.
