摘要
城市社区协商民主是中国特色社会主义协商民主体系的重要组成部分和有效实现形式。城市社区协商民主是多元结构共同作用的集体行动,也是多重环节连续相扣的统一过程。在城市社区协商民主中寻求协同优势,需要在收集和识别居民多维诉求的基础上选定精准务实的协商议题,以代表性、专业性和权威性为原则选择构成合理的协商主体,规范协商会议的程序以确保多方观点的平等表达和充分交流,建立居民主导、政府协助、多方参与的执行与监督反馈机制以确保协商结果高效落实,并在行动全过程中积极培育社区普遍信任。为了进一步提升城市社区协商民主的效果和质量,应当在社区动员和教育活动、社区协商制度等方面重点施策,以协商民主推进社区治理体系和治理能力现代化。
Deliberative democracy in urban communities is an important part and effective form of socialist consultative democracy with Chinese characteristics.It is a collective action of multiple structures and a unified process of muliple links.To seek collaboration in consultative democracy in urban communities,it is necessary to select precise and pragmatic negotiation topics on the basis of collecting and identifying residents'multi-dimensional demands,choose reasonable negotiation subjects based on the principles of representativeness,professionalism and authority,standardize the procedures of consultation meetings to ensure the equal expression and full exchange of views of parties,establish an implementation,supervision and feedback mechanism led by residents,assisted by the government and participated by many parties to ensure the efficient implementation of consultation results,and actively cultivate universal trust in the whole process of action.In order to further improve the effect and quality of consultative democracy in urban communities,we should focus on community mobilization and educational activities,community consultation system and other aspects,and promote the modernization of community governance system and governance capacity with consultative democracy.
