摘要
随着信息技术的发展和应用,以去雇主化为主要特征的新就业形态大量兴起,并在吸纳就业中发挥巨大作用。然而,信息技术也在一定程度上加速了新就业形态内部的技能分化,带来了特定时期低技能岗位的增加。这些岗位虽然有助于缓解就业压力,但也不可避免让众多从业人员处于“去技能化”的情境当中。应进一步加强顶层设计,前瞻性地制订相应措施,避免和减少“去技能化”效应对劳动者、特别是青年劳动者个体层面以及整个社会层面人力资源供给的消极影响。
With the development and application of information technology,a large number of new forms of employment characterized by de-employerization have begun to emerge and which has played a huge role in absorbing employment.However,information technology also accelerates skill differentiation within new forms of employment to a certain extent,and leads to the increase of low-skilled job positions in a certain period.Although these positions help alleviate employment pressure,they inevitably put many labors in a situation of"de-skilling".It's necessary to formulate corresponding measures to prevent the individual and social negative impacts of the"de-skilling"effect of some new forms of employment.
