摘要
实施湿地面积总量管控和湿地占补平衡制度是保护湿地生态功能、平衡湿地保护与开发的矛盾以及维护国家生态系统安全的重要举措。本文基于湿地占补平衡面积和质量的双平衡目标要求,明晰“湿地银行”的概念内涵、目标和原则,总结江西省在开展“湿地银行”制度创新实践探索中促进湿地指标市场化交易等方面取得的成效,同时分析其存在的运营机制有待完善、价值评价体系空缺、社会资本和公众参与程度不足等难点。最后,本文提出完善政策法规体系、优化管理协调机制、提升信息化管理水平、规范湿地修复及质量评价标准、构建湿地价值评估体系和考核体系、引导社会力量积极参与、创新生态产品价值实现新模式七方面优化路径,以期加快推进我国湿地保护事业高质量发展。
The implementation of the total area control and balance system of wetland is an important measure to protect the ecological function of wetlands,balance the contradiction between wetland protection and development,and maintain the security of the national ecosystem.Based on the requirement of double balance of wetland area and quality,this paper clarifies the concept connotation,goal and principle of"wetland bank",summarize the achievements of Jiangxi Province in promoting the market transaction of wetland index in the practice of"wetland bank"system innovation,at the same time,it analyzes the difficulties such as the operation mechanism to be improved,the vacancy of value evaluation system,and the lack of social capital and public participation.Finally,this paper puts forward seven aspects of the optimization path:improve the policy and regulation system;optimize the management coordination mechanism;enhance the level of information management;standard wetland restoration and quality evaluation standards;build wetland value evaluation system and assessment system;guide the active participation of social forces;innovate the new mode of realizing the value of ecological products,so as to accelerate the high-quality development of wetland protection in China.
