摘要
环境规制促进了企业高效减排,但已有研究对于异质性环境规制对污染减排效应的差异性却关注有限。本文实证考察了命令型和市场型两类环境规制对生产企业排污行为影响的差异,并进一步分析了公众环保诉求的作用。研究结果表明,两类环境规制对企业排污行为的影响不同,多种稳健性检验强化了这一结论。机制分析指出,两类环境规制在产业结构和技术创新方面的差异是造成减排效应不同的深层次原因。命令型环境规制促进产业结构升级,市场型环境规制则激励企业技术创新发展。异质性分析强调,公众环保诉求能有效监督地方环保部门和地方政府的环保执法行为,进而提升异质性环境规制的减排效应。
Environmental regulations reduce emissions,while the emission reduction effects of heterogeneous environmental regulations have been little studied.This paper empirically examines the differences in the effects of command-based and market-based environmental regulations on enterprise'emissions,and further analyzes the role of public environmental appeals.The research results show that the heterogeneous environmental regulations have different effects on enterprise emission behavior,and multiple robustness tests confirm it.The mechanism analysis shows that differences in industrial structure and technological innovation are responsible for the different emission reduction effects.The industrial structure upgrading effect is the mechanism of command-based environmental regulation,while the technological innovation incentive effect is the mechanism of market-based environmental regulation.The heterogeneity analysis shows that public environmental appeals effectively monitor local environmental protection departments and local governments,which strengthens the emission reduction effects of heterogeneous environmental regulations.
