摘要
全过程人民民主的发展优势为其制度化提升塑造了现实境遇。作为统合、调节“党—国家—人民”关系的发展理念和制度安排,全过程人民民主本身的制度化能够有效地将整个社会的民主发展成果和实际效益维持在合理的发展阈值内,找到全过程人民民主的制度设计在“党—国家—人民”等不同价值主体之间实现权衡的方式。然而,在制度化实践过程中,出现了指令式治理惯性削弱了制度权威、程序机制不健全稀释了制度目标、制度执行不显著削弱了制度效果等现实阻梗,需要完善全过程人民民主的制度体系,优化全过程人民民主制度化体制机制,形成全过程人民民主制度化智能矩阵,从而实现全过程人民民主制度从宏观制度向中观、微观制度的延伸,凸显其制度化过程的价值原则、结构形态和功能定位。
The development advantages of people’s democracy in the whole process have shaped the realistic situation for its institutionalization.As a development concept and institutional arrangement that integrates and regulates the“party-country-people”relationship,the institutionalization of people’s democracy in the whole process can effectively maintain the democratic development achievements and actual benefits of the whole society within a reasonable development threshold,and find a way to balance the institutional design of people’s democracy in the whole process among different value subjects such as“party-country-people”.However,in the process of institutionalized practice,there are some practical difficulties,such as the governance of instruction inertia weakening the institutional authority,the imperfect procedural mechanism diluting the institutional objectives,and the ineffective implementation of the system weakening the institutional effect.It is necessary to improve and optimize the institutional mechanism of people’s democracy in the whole process,and form an intelligent matrix of people’s democracy in the whole process,so as to realize the extension of the people’s democracy in the whole process from the macro system to the middle and micro system,and highlight the value principle,structural form and functional orientation of its institutionalization.
