摘要
政府引导型文化和旅游投资基金是各级政府为发挥财政资金杠杆作用、撬动社会资本助力文化和旅游产业发展而设立的新型投融资工具,在扶持文旅企业发展、支持文旅项目建设方面发挥着愈发重要的作用。通过全面梳理政府引导型文化和旅游投资基金,研究发现:自2010年首只基金设立以来,文旅类政府引导基金历经初步发展阶段、蓬勃发展阶段、创新融合阶段,向文旅+体育、文旅+科技、文旅+康养等多元融合态势演进;政府引导型文化和旅游投资基金在资金募集、投资模式、投资限制、管理模式、退出机制等方面的运行机制具有独特性,由于文旅产业具有环境敏感性高和投资回报期长等行业特性,文旅类政府引导基金低绩效问题突出。本文从优化顶层设计、财政与社会资本双链联动等视角提出优化策略,从而为提升基金绩效、服务文旅产业高质量发展提供理论依据。
Government-guided culture and tourism investment funds are new investment and financing tools set up by governments at all levels to leverage public financial funds and social capital for the development of culture and tourism industry.Through a comprehensive review of government-guided culture and tourism investment funds,this paper finds that:Since the establishment of the first fund in 2oio,government-guided culture and tourism investment funds have evolved through the initial development stage,the flourishing stage and the innovation and integration stage,now funds of culture and tourism+sports,culture and tourism+technology,culture and tourism+health are evolving.Government-guided culture and tourism investment funds have unique operating mechanisms in terms of fund raising,investment mode,investment restriction,management mode,and exit mechanism.The tourism industry characteristics such as high environmental sensitivity and long investment return period lead to the low performance of government-guided culture and tourism funds.This paper proposes optimizing strategies from the perspectives of top-level design and double-chain linkage between financial funds and social capital,so as to provide a theoretical basis for improving fund performance and better serving the high-quality development of the cultureand tourism industry.
