摘要
人类命运共同体作为新时代中国外交的基本理念,体现了中国作为负责任大国的道义担当,是应对新形势下全球治理改革而提供的中国方案与中国智慧。这一理念蕴含丰富的责任伦理意蕴,在时间和空间上形成了其内在的责任坐标。从其责任伦理要义来看,其内含了自然、社会以及未来等不同维度的责任延伸、责任拓展、责任指向。同时,涵盖了对责任的厘定、划分和执行等方面的内在伦理规定,并具体体现为权责统一、责任共担、区责对待的责任特质。基于责任伦理的逻辑视野推动构建人类命运共同体,应从内在维度与外在维度双管齐下,促进主体责任感的确立,提升主体责任能力,强化责任实现的社会外部机制调控。
As the basic concept of China′s diplomacy in the new era,the community with a shared future for mankind embodies China′s moral responsibility as a responsible major country,and is a Chinese solution and wisdom provided to address global governance reform in the new situation.This concept contains rich implications of responsibility ethics,forming its internal responsibility coordinates in both time and space.From the perspective of the principles of responsibility ethics,it encompasses the extension,expansion,and direction of responsibility from different dimensions such as nature,society and the future.At the same time,it covers the internal ethical provisions on the determination,division,and execution of responsibilities,and is specifically reflected in the responsibility characteristics of unified power and responsibility,shared responsibility,and differentiated treatment.Based on the logical perspective of responsibility ethics,we should promote the construction of a community with a shared future for mankind from both internal and external dimensions,promote the establishment of the subject′s sense of responsibility,enhance the subject′s ability to take responsibility,and strengthen the regulation of social external mechanisms for achieving responsibility.
