摘要
突发事件的发生对乡村治理体系和治理能力建设以及乡村秩序构建提出了巨大挑战。制度嵌入、内生秩序、舆论监督在应对突发事件中发挥着重要作用,但乡村社会过度人情化、科层制的仪式主义、治理手段的单一化成为应对突发事件的重要壁垒。可以通过加强制度设计与基层实践之间的良性互动、重塑乡村内生性规则、提高基层风险治理水平来维护乡村秩序。
The occurrence of sudden incidents poses significant challenges to the rural governance system,governance capacity building,and rural order construction.Institutional embedding,endogenous order,and public opinion supervision play important roles in dealing with sudden incidents.However,the over-personalization of rural society,the ceremonialism of the bureaucratic system,and the simplification of governance methods have become significant barriers to dealing with sudden events.It is possible to maintain rural order by strengthening the benign interaction between institutional design and grassroots practice,reshaping endogenous rural rules,and improving grassroots risk management levels.
