践行大食物观:中国食物系统转型的挑战、目标与路径 被引量:46

Practicing a Greater Food Approach:Challenges,Goals and Pathways for Food System Transformation in China

摘要 党的二十大报告明确指出,要树立大食物观,构建多元化食物供给体系,加快发展方式绿色转型。大食物观的提出,为我国食物系统转型指明了新的方向,为构建新时代可持续的食物系统开辟了新的战略路径。本文在系统梳理中国食物系统转型挑战的基础上,提出以目标更加高远、结构更加丰富、来源更加多元、供给更加可持续、保障更加安全为食物系统转型要求,以推进绿色农业生产方式、推动食品加工营养健康转型、建立区域特色可持续膳食模式、减少食物损耗与浪费、提高国际市场利用能力、加强资源回收与利用为食物系统转型路径,需要从转变发展观念、创新食物供给、强化政策支撑、加强科技创新、加强营养援助、加强顶层设计六个方面综合施策。 The report of the 20th National Congress of the Communist Party of China clearly points out that it is necessary to establish a Greater Food Approach,build a diversified food supply system,and accelerate the green transformation of the development mode.The proposition of the Greater Food Approach points out a new direction for the transformation of China's food system and opens up a new strategic path for building a sustainable food system in the new era.On the basis of systematically sorting out the challenges of China's food system transformation,the paper proposes the requirements for food system transformation to be more ambitious,more diversified in structure,more diversified in sources,more sustainable in supply,and more secure in security,so as to promote green agricultural production mode,promote nutritional and healthy transformation of food processing,establish a sustainable dietary mode with regional characteristics,reduce food loss and waste,and improve utilization ability of the international market.Strengthening resource recovery and utilization as the path of transformation of the food system requires comprehensive measures from six aspects:changing the concept of development,innovating food supply,strengthening policy support,strengthening scientific and technological innovation,strengthening nutrition assistance,and strengthening top-level design.
