摘要
科技志愿服务对促进科技经济深度融合、激发全社会创新活力具有重要推动作用。采用网络调查、现场访谈等方法,以科技社团、科技志愿者、公众等为主要调查对象,对我国科技志愿服务的发展现状进行剖析。研究表明,科技志愿服务认知程度需提高,志愿意识待增强;管理制度尚不完善,运行机制亟待畅通;内生动力不足,创新活力激发受阻;保障力度相对有限,服务能力存在短板;平台分散独立,数据互联互通不充分。最后,从加大宣传推广、完善制度与运行机制、重视评价激励、加强服务保障与能力建设、推进平台升级和数据管理等方面给出建议。
Science and technology volunteer service play an important role in promoting the integration of technology and the economy,stimulating the vitality of innovation in the whole society.This article investigates scientific and technological volunteer service organizations,scientific,technological volunteers and the public by questionnaire and interview,to analyze the development situation of scientific and technological voluntary services in China.The research finds that the awareness of the importance of science and technology volunteering needs to be improved,the awareness of volunteering needs to be enhanced;the related management system is not perfect,and the operation mechanism needs to be smoothed urgently;endogenous motivation is insufficient,innovation vitality is difficult to stimulate;the guarantee is relatively inadequate,and shortcomings in service capabilities exist;main platforms are decentralized and independent,and data interconnection is insufficient.The end of the article gives suggestions for increasing publicity and promotion,improving the management system and operation mechanism,attaching importance to evaluation and incentive,strengthening service guarantee and capacity construction,and promoting platform upgrading and data management.
