摘要
“县中塌陷”的突出问题是优质教师被恶意“抢挖”,导致教师流动即流失。以人力资本理论透析县域普通高中教师流失,其主要原因表现为教师个体发展需求与地方公共资源投入不足,师资匮乏与人力资本培养成本矛盾,教师人力所属权与使用权造成人力资源配置分离。为此,建设应从政府和学校的教师人力资本配置能力、实行教师人力占有权与使用权的分治、涵养教师师德素养和文化素质三个维度多措并举,构建县域普通高中教师流失问题的治理机制。
The prominent problem of“county high school collapse”is the malicious“poaching”of high-quality teachers,which leads to teacher's mobility and attrition.The main reasons for the loss of teachers in county high schools are the lack of investment in local public resources,the contradiction between the lack of teachers and the cost of human capital training,and the separation of human resources allocation due to the right to own and use teachers'human resources.To this end,a governance mechanism for the problem of teacher attrition in county general high schools should be constructed in three dimensions:necessary government intervention,social demand intervention,and moral intervention of the subject in a multi-pronged manner.Maintaining the principle of market equity,stabilizing the stock of high-quality teachers in county high schools,and ensuring the effective implementation of county general high school education policies are optional.
