吉林省职业院校双创教育政策执行问题与对策研究 被引量:4

Research on the Implementation Issues and Countermeasures ofInnovation and Entrepreneurship Education Policies inVocational Colleges in Jilin Province

摘要 职业院校是践行高校双创教育体系的重要执行主体。但目前职业院校双创教育仍存在诸多问题,尤其是在政策执行领域,存在政策目标效果欠缺、政府主体投入不够、政策措施单一等问题,而当前研究中对双创政策执行的系统化分析不足。基于此,本文结合生态系统理论和史密斯政策执行模型,将执行主体分为微观主体和中观主体,在此基础上构建宏观、中观、微观3个维度的分析框架,剖析吉林省职业院校双创教育执行现状及问题原因,并给出相应的对策建议。 Vocational colleges are an important carrier for implementing the innovation and entrepreneurship education system in universities.However,there are still many problems with entrepreneurship and innovation education in vocational colleges,especially in the field of policy implementation,such as insufficient policy objectives,insufficient government investment,and single policy measures.However,there is insufficient systematic analysis of the implementation of entrepreneurship and innovation policies in current research.Based on this,this paper combines the Ecological systems theory and Smith's policy implementation model,divides the implementation subjects into micro subjects and meso subjects,and on this basis,constructs an analysis framework of three dimensions,namely macro,meso and micro,analyzes the current situation of the implementation of entrepreneurship and innovation education in vocational colleges in Jilin Province and the causes of the problems,and gives corresponding countermeasures and suggestions.
