摘要
科技成果评价是科技活动的指挥棒,对科技事业发展起着至关重要的推动作用。本研究以GB/T 13016-2018《标准体系构建原则和要求》为技术指导,基于科技成果评价标准体系建设的一致性、科学性和可扩展性原则,遵循科技评估国家标准体系总体架构,依据河北省科技成果评价体系建设工作规划、工作需求及工作要点,构建包含基础层、通用层、专用层的河北省科技成果评价标准体系,提出了相关子体系的标准组成,为河北省科技成果评价工作的规范化开展提供基础理论。
The evaluation of scientific and technological achievements is the baton of scientific and technological activities and plays a crucial role in promoting the development of scientifi c and technological undertakings.Based on the principles of consistency,scientifi city and extensibility of the construction of the evaluation standards system of scientifi c and technological achievements,following the overall framework of the national standards system for scientific and technological evaluation,and according to the work plan,work needs and key points of the construction of the evaluation system of scientifi c and technological achievements in Hebei province,the paper takes GB/T 13016-2018,Principles and requirements for the construction of the standards system as the technical guidance,and puts forward the evaluation standards system of scientifi c and technological achievements in Hebei province with relevant subsystems,providing the basic theory for the standardization of the evaluation of scientifi c and technological achievements in Hebei province.
