摘要
大数据安全关乎国家安全和社会稳定,尤其是公安大数据在数据规模、使用范围、数据内容等方面影响巨大,其安全问题成为我们面临的全新挑战。总体国家安全观可为公安大数据安全治理提供理论指导,推动重构科学系统的公安大数据治理体系。在公安大数据安全治理过程中,存在数据安全深层价值利用不足、资源目录欠缺规范、安全管理有待提升、治理体系不够完善等问题,需从顶层设计、法制体系、技术合作、人才素质等方面重新规划治理体系,并通过重塑治理理念、完善立法保障、提升防范技术以及改革治理手段以实现公安大数据安全治理目标。
Big data security is related to national security and social stability,especially public security big data has a huge impact on data scale,scope of use,data content,etc.,and its security has become a new challenge for us.The overall national security concept can provide theoretical guidance for public security big data security governance,and promote the reconstruction of the public security big data governance system of scientific system.In the process of public security big data security governance,there are problems such as insufficient utilization of the deep value of data security,lack of standardization of resource catalogs,need to improve security management,and insufficient governance system,and it is necessary to re-plan the governance system from the aspects of top-level design,legal system,technical cooperation,and talent quality,and achieve the goal of public security big data security governance by reshaping governance concepts,improving legislative guarantees,improving prevention technologies,and reforming governance methods.
