摘要
随着中国的和平发展和南太地缘价值的上升,中国积极参与南太地区合作和地区治理,取得了丰硕的成果,但也引起了美国、澳大利亚的猜疑和排挤。美澳充分运用话语霸权,将中国进入南太“议题化”“安全化”,将中国—南太合作由经济发展议题转化为安全战略议题,诬蔑中国在南太制造“债务陷阱”,别有用心地将中国塑造为南太地区的“入侵者”、南太安全的“威胁者”、南太资源的“掠夺者”。美澳对中国—南太合作“安全化”的本质是运用话语霸权来炮制“中国威胁论”,人为制造安全议题,巩固西方政治霸权。对此,中国应通过加大话语体系建设、积极提供南太地区公共产品、促进南太安全与发展的互动、兼顾太平洋岛国切实的安全与发展需求予以应对,瓦解美澳将中国—南太合作“安全化”的图谋。
With China's peaceful development and the rise of South Pacific's geographic value,China has actively participated in South Pacific regional cooperation and governance and has made achievements while it has also aroused suspicion and exclusion from the United States and Australia.The United States and Australia utilize their discursive hegemony to politicize and securitize China's entry into the South Pacific,transform the agenda from economic development to military security strategy,denounce China as the actor of setting a“debt trap”in the South Pacific and intentionally portray China as an invader,intimidator and resource predator in the South Pacific.The purpose of the securitization of China's participation in South Pacific by the United States and Australia is using discursive hegemony to fabricate the“China Threat Theory”,subjectively constructing security concerns and defending Western political hegemony.In this sense,China should advance the construction of the discourse system,actively provide public goods to the stakeholders,promote the dialogues of security and development in the South Pacific to meet the actual demands of survival and development of the Pacific island countries and finally address the effects of the US and Australia's securitization.
