摘要
[研究目的]开源情报能力是情报人员重要的能力之一,然而目前国内开源情报培训的课程建设还较为薄弱。西方国家安全部门、执法机构及私人企业都十分重视员工开源情报能力的培养,现已涌现出大批的培训课程。分析这些课程的内容、结构有助于我国进行学习和借鉴。[研究方法]该文选取60个国外各类组织开设的开源情报培训课程,基于传播学的5W框架对课程信息进行分析,梳理出了授课主体、授课客体、授课渠道、课程内容及教学效果等内容。[研究结论]样本数据中开办课程的主体多元包括政府组织、私营企业和教育机构,授课对象除了传统的情报、执法、安全部门,还包括金融、法律、人力资源等极为广泛的行业。课程可以通过特定定制或购买通用课程两种方式获得,线下、在线和混合教学模式都有采用。课程以培养学员开源情报能力和思维为目标,内容以传统情报周期为基本框架,涵盖情报基础理论、情报搜集分析的基础知识和技巧、情报伦理与法律事项、特定领域的情报搜集知识与案例分析。
[Research purpose]Open source intelligence is one of the important abilities of intelligence personnel,but the curriculum construction of open source intelligence training in China is still weak.Security agencies,law enforcement agencies,and private companies in the West are all putting a lot of emphasis on developing their employees'open-source intelligence skills,and there have been a lot of training programs.Analyzing the content and structure of these courses will help our country to learn from them.[Research method]This paper selects 60 open source intelligence training courses offered by various foreign organizations,analyzing the course information based on the 5W theory,and sorts out the course subject,course object,course channel,course content and teaching effect.[Research conclusion]In the sample data,the subjects offering courses include government organizations,private enterprises and educational institutions.Besides the traditional intelligence,law enforcement and security departments,the subjects also include a wide range of industries such as finance,law and human resources.Courses can be obtained either through specific customization or by purchasing general courses,and offline,online and mixed teaching models are used.The course aims at cultivating students'ability and thinking of open source intelligence.The content takes the traditional intelligence cycle as the basic framework,covering the basic theory of intelligence,basic knowledge and skills of intelligence collection and analysis,intelligence ethics and legal matters,and information collection knowledge and case analysis in specific fields.
