基于超效率DEA-Malmquist的装备维修经费配置效率评价与改进

Evaluation and Improvement of Equipment Maintenance Funds Allocation Efficiency Based on Super-efficiency DEA and Malmquist Model

摘要 分析评价和改进提高装备维修经费配置效率对于评价装备维修保障计划落实情况、发现问题、找准成因、及时纠偏具有重要的军事和经济意义。通过分析当前装备维修经费配置效率评价方法的不足,针对经费投入特点,运用超效率数据包络分析理论,构建了配置效率分析的静态评价和改进模型;并通过Malmquist模型结合面板数据对配置效率的变化情况进行动态研究分析。案例分析结果表明,该方法可以相对客观地评价不同单位装备维修经费的配置效率,通过横向和纵向比较,综合分析效率不高的原因,并提出相应改进建议,具有一定的理论意义和推广应用前景。 It is of greatly military and economic significance to analyze,evaluate and improve the allocation efficiency of equipment maintenance funds for evaluating the implementation status of equipment maintenance support plan,finding problems,identifying the causes and correcting deviations in time.By analyzing the shortcomings of the current evaluation method of equipment maintenance funds allocation efficiency,according to the characteristics of funds input,the super-efficiency data envelopment analysis theory is used to construct the static evaluation and improvement model of allocation efficiency analysis,and Malmquist model is used to combine with panel data to dynamically analyze the changes of allocation efficiency.The case study results show that the method can relatively and objectively evaluate the allocation efficiency of equipment maintenance funds in different units.Through horizontal and vertical comparison,the reasons for low efficiency are comprehensively analyzed,and the corresponding improvement suggestions are put forward,which has certain theoretical significance and application prospects.
