摘要
我国贫困治理进入以相对贫困为主要特征的后脱贫时代,医保扶贫面临的环境和形势发生了变化,对其提出了更高的要求。本文从医保筹资机制、待遇保障机制、支付方式改革、监管体系完善及形成保障合力等方面对完善医保扶贫政策进行了思考,为充分发挥医保在健康扶贫中防止致贫、阻断返贫、促进脱贫的作用提供思路。
As China’s poverty governance enters a post-poverty eradication era with relative poverty as the main feature,the environment and situation facing health insurance poverty alleviation have changed,putting forward higher requirements for it.This paper considers the improvement of health insurance policies for poverty alleviation in terms of health insurance financing mechanism,treatment guarantee mechanism,payment reform,improvement of supervision system and improvement of reasonable protection,and provides ideas for giving full play to the role of health insurance in preventing poverty,blocking return to poverty and promoting poverty eradication in health poverty alleviation.
