摘要
高校国家知识产权信息服务中心的设立对推动“双一流”建设,实现高校图书馆服务转型,完善我国科技创新体制机制发展至关重要。论文采用文献调研和网络调查相结合的方法,全面梳理高校知识产权信息服务中心联盟下22所“双一流”高校成员单位建设现状与服务特色,归纳高校图书馆参与知识产权信息服务类型,构建了高校图书馆参与知识产权信息服务的基本框架,从政策完善、资源整合、人才培育与科技赋能四个方面着手,基于知识产权生命全周期的服务全路径,提出高校图书馆参与知识产权信息服务创新发展的策略。
The establishment of the National Intellectual Property Information Service Center in Universities is to promote the construction of “double first-class”, realize the transformation of university library services, and improve the development of scientific and technological innovation system and mechanism in China. By using the method of literature survey and network survey, this paper comprehensively sorted out and counted the construction status and service characteristics of 22 member of the alliance of Intellectual Property Information Service Center in Universities. By constructing the basic frame of university library participating in intellectual property information service, this paper puts forward the strategies of university library participating in the innovative development of intellectual property information service from four aspects of policy perfection, resource integration, talent cultivation and technology empowerment.
