摘要
民族地区高校知识产权信息服务中心是实现民族地区高校科研成果向企业经济发展转化的纽带,掌握其建设运行情况具有重要意义。文章聚焦民族地区5个高校国家知识产权信息服务中心建设实践,采用网络调查和深度访谈法,引入WSR系统方法论作为分析框架,从物理、事理及人理三个维度进行深入分析,探讨其成效和问题。据此,从夯实物理、理顺事理和提升人理三个方面,分别具体提出加强政策资金保障,完善数智平台建设;重构中心管理服务体系建设,深化U-G-C协同实践;强化新质人才在地化引育,打造复合型人才队伍的可持续发展策略。
The Intellectual Property Information Service Centers in universities of ethnic regions serve as a vital bridge for transforming academic research achievements into enterprise-driven economic development,making it highly significant to understand their establishment and operational status..This paper focuses on the construction practice of intellectual property information service centers in five national universities in ethnic regions.Using online surveys and in-depth interviews,the WSR system methodology is introduced as the analytical framework to conduct in-depth analysis from three specific aspects:Wuli dimension,Shili dimension,and Renli dimension,exploring their achievements and shortcomings.Based on this,the following sustainable development strategies are proposed across Wuli-Shili-Renli three dimensions:Strengthen policy and funding support while enhancing digital-intelligent platform construction(Wuli Dimension),restructure the center's management-service system and deepen university-government-enterprise collaboration(Shili Dimension),intensify localized cultivation of next-generation talents and build interdisciplinary talent teams(Renli Dimension).
