摘要
应用型高校实施科技特派员制度以来,积极选派教师等专业技术人员担任农村和企业科技特派员,推广新技术,拓宽服务领域,促进“三产”融合发展,有效助力乡村振兴战略和企业科技创新,成效显著,但同时在人才结构合理性、科技兴农能力、产学研合作机制、创新创业风险等方面存在问题,为此应持续推进科技特派员服务机制的提升,支持和鼓励科技特派员为产业发展攻坚克难,营造高效的产学研协作环境,推动高校科技成果转化,实现产学研深度融合。
Since the implementation of the system of sci-tech special commissioners in application-oriented colleges and universities,teachers and other professional and technical personnel have been selected and worked as sci-tech special commissioners in rural areas and enterprises to popularize new technologies,broaden service areas and promote the integrated development of "three industries",which effectively facilitated the strategy of rural revitalization and technological innovation in enterprises. However,at the same time,there exist some problems in the rationality of talent structure,the ability of agricultural development through science and technology,the cooperation mechanism of industry,university and research,and the risk of innovation and entrepreneurship.Therefore,further efforts should be made to promote the improvement of the service mechanism of scitech special commissioners, support and encourage sci-tech special commissioners to overcome difficulties for industrial development, create an efficient cooperation environment for industry,university and research,promote the transformation of scientific and technological achievements in colleges and universities,and realize the deep integration of industry,university and research.
