摘要
基于新发展理念的视角,构建了“创新、协调、绿色、开放、共享”的西藏旅游经济高质量发展相关评价指标体系,运用熵值法测度和评价了2000—2019年西藏20年的旅游经济高质量发展水平演变特征。结果显示:(1)从均值来看,旅游经济绿色发展指数(0.6071)>旅游经济协调发展指数(0.5195)>旅游经济共享发展指数(0.4716)>旅游经济创新发展指数(0.4014)>旅游经济开放发展指数(0.2491)。(2)2000—2019年西藏旅游经济高质量发展水平曲线呈现“W”型周期性波动上升,旅游创新发展水平曲线和旅游经济共享水平曲线呈现整体平缓上升趋势,旅游经济协调发展水平曲线和旅游经济绿色发展水平曲线呈现波动上升趋势,旅游经济开放发展水平曲线呈现波动下降趋势。(3)受国际金融危机、中美贸易摩擦、西方反华势力和十四世达赖集团分裂势力的阻扰抹黑等危机事件和政治事件的影响,旅游经济高质量发展水平均有不同程度的影响,尤其是西藏旅游经济开放发展水平影响较大。基于此,提出加快旅游科技创新发展、构建区域旅游合作协调发展、推动绿色生态旅游发展、实现旅游经济共有共建共享共富等对策建议,以期推动西藏旅游经济高质量发展。
From the perspective of the new development concept,an evaluation index system for the high-quality development of the tourism economy in Tibet,which is"innovative,coordinated,green,open and shared",is con⁃structed.The entropy method is used to measure and evaluate the evolution characteristics of the high-quality development level of the tourism economy in Tibet in the past 20 years from 2000 to 2019.The results show that:1.From the mean value,it can be found that the green development index of tourism economy(0.6071)>the coor⁃dinated development index of tourism economy(0.5195)>the shared development index of tourism economy(0.4716)>the innovative development index of tourism economy(0.4014)>the opening development index of tourism economy(0.2491).2.From 2000 to 2019,the horizontal curve of high-quality developmentof Tibet's tourism economy showed a"W"shaped cyclical fluctuation,the horizontal curve of tourism innovation develop⁃ment and tourism economy sharing showed an overall gentle upward trend,and the horizontal curve of coordinat⁃ed and green developmentof tourism economy showed a fluctuating upward trend.Thelevel of the opening up and development of tourism economy shows a trend of fluctuation and decline.3.the high-quality development level of the tourism economy has been affected by the international financial crisis,Sino-US trade friction,the West⁃ern anti-China forces and the separatist forces of the 14th Dalai clique to varying degrees,especially the open⁃ing up and development of the tourism economy in Tibet.Based on these findings,some counter measures and suggestions are put forward,such as speeding up the innovation and development of tourism science and technol⁃ogy,constructing the coordinated development of regional tourism cooperation,promoting the development of green eco-tourism,and realizing the development of tourism economy by joint construction,sharing and mutual prosperity,in order to promote the high-quality development of tourism economy in Tibet.
