The Pratical Logic and Mechnisam Optimization of Benefit Linking Between Rural Enterprises and Farmers——Based on the Investigation Analysis on the Implementation of “Tea Chief System” in M Town of Western Hubei Province

摘要乡土企业与农民利益联结是乡村振兴战略的基本要求,也是推进农业农村现代化的有力抓手。对鄂西M镇“茶长制”实施的案例进行实证分析,可将乡土企业与农民的利益联结方式分为利益分配、利益保障及利益调节。从产销网络化、服务与资源供需适配、契约化治理等三个层面来看,M镇在“茶长制”实施中主要构建了三种利益联结机制,即以镇村融合来延伸区域产业链和生产网络、以“茶、旅、文”结合来引导服务和要素的供需适配以及以相机治理启动资源重置与契约带动。乡土企业与农民的利益联结机制优化路径包括:建立紧密型利益嵌合机制,培育乡土企业的引领带动能力;构建可持续的稳定契约,形成“阶段递进”利益联结模式;形塑基层政府行为模式,建立农民“节本增效”长效机制。 The ensurance of benefit linking between rural enterprises and farmers is not only a basic requirement of the rural revitalization strategy, but also a strong hand to promote agricultural modernization. By conducting empirical analysis of the case of the implementation of “tea chief system” in M town of western Hubei Province, the effective benefit linking mechanism between local enterprises and farmers can be classified into three ways: benefit distribution, benefit guarantee and benefit regulation. From the perspectives of the production and marketing network, service and resource supply and demand adaptation, and contract management, there are mainly three benefit linking mechnisms in practice, namely, extending the regional industrial chain and production network through the integration of towns and villages, combining “tea, travel and culture” to guide the adaptation of the supply and demand of services and elements, making use of contigent governance to initiate resource reset and contract drive. Thus, on the basis of summing up the practical experience, this paper puts forward three optimization suggestions regarding benefit linking menchamism between local enterprises and farmers:(1) establishing the close benefit linking mechanism to cultivate the leading ability of local enterprises;(2) constructing a sustainable and stable contract to form a “progressive” benefit linkage model;(3) modeling the behavior pattern of grass-roots government to establish a long-term mechanism of “saving cost and increasing efficiency” for farmers.
