摘要
基于三类危险源理论对实验室安全风险进行了系统的辨识,将实验室安全风险分为三类:固有安全风险、触发型安全风险、管理型安全风险;根据固有风险以及触发型安全风险的评估分级结果,将实验室风险等级分为重大风险、较大风险、一般风险和低风险4个风险等级,对不同风险等级提出了不同的监管策略;结合管理型安全风险对前两类安全风险的影响作用,对实验室安全风险等级进行了修正,并提出了相应的改进措施;建立了基于三类危险源理论的实验室安全风险防控模型,实现高校科研实验室风险的实时动态分级管控。
Based on the theory of three classes of hazards,the laboratory safety risk is systematically identified,and the laboratory safety risk is divided into three categories:inherent safety risk,triggered safety risk and managerial safety risk.According to the assessment and grading results of inherent risk and triggered safety risk,the laboratory safety risk is divided into four risk levels:major risk,larger risk,general risk and low risk.Different regulatory strategies are proposed for different risk levels.Combined with the impact of managerial safety risk on the first two types of safety risks,the laboratory safety risk level is revised,and the corresponding improvement measures have been proposed.Then,a laboratory safety risk prevention and control model based on the theory of three types of hazard sources is established to realize the real-time dynamic hierarchical management and control of the risk of university scientific research laboratories.
