摘要
稀土采选和冶炼为稀土高新材料及应用发展提供重要的物质保障,是中国稀土行业全球领先的优势领域。随着稀土产业的快速发展和国家绿色发展的政策引导,中国已初步建立起稀土采选冶绿色标准体系。本文梳理了稀土采选冶领域现有的绿色标准,分别针对采选、冶炼环节从绿色评价标准、节能与综合利用标准两个类别进行了归类和阐述,并对部分绿色产品、绿色工厂、清洁生产、资源综合利用等重点标准进行了剖析。最后综合研判了稀土绿色标准的发展趋势,指出应该推进绿色标准体系的完善和全球化布局,建立稀土碳达峰标准体系框架,发挥绿色标准促进采选冶绿色技术开发和推广应用的推动作用。
Rare earth mining,benefication and metallurgy provide an important material guarantee for the development of rare earth high-tech materials and their application,which is a global leading advantage of China’s rare earth industry. With the rapid development of rare earth industry and the guidance of national green development policy,China has initially established a green standard system for rare earth mining,benefication and metallurgy. This paper sorts out the existing green standards in the fields of rare earth mining,benefication and metallurgy,and classifies and expounds the two categories of the green evaluation standards,and the energy saving and comprehensive utilization standards. Some of the green products,green factories,clean production,comprehensive utilization of resources and other key standards are analyzed. On this basis,the deficiencies of the green standard system of rare earth mining,benefication and metallurgy are explored. Finally,the development trend of rare earth green standard is comprehensively studied,and it is pointed out that the improvement of the green standard system and the global layout should be promoted,the framework of carbon peak standard system of rare earth industry should be established,and the green standard should promote the development and application of green technology in the fields of rare earth mining,benefication and metallurgy.
