四川页岩气开采油基岩屑利用处置问题及环境管理建议 被引量:1

Current Utilization and Disposal of Oil-Based Cuttings From Shale Gas Exploitation in Sichuan and Environmental Management Suggestions

摘要 为保障天然气能源安全,控制对外依存度,我国页岩气等非常规天然气得到了大力发展。四川具有得天独厚的页岩气资源,页岩气产业迎来黄金发展机遇。分析了近年来四川页岩气开采过程中油基岩屑产生及利用处置现状,总结了目前存在油基岩屑利用处置能力过剩,利用后剩余固相资源化过程可能存在环境安全隐患,深层回注等试验推进困难、环境风险隐患尚待检验的问题。针对这些问题提出了加强信息流通、引导项目建设、严格项目环评和跨省转出审批、提高油基岩屑资源利用效率、推进剩余固相资源化利用相关工作、开展多元化探索研究等环境管理建议。以期降低页岩气开发环境风险,实现“气大庆”建设目标。 To ensure natural gas energy security and control foreign dependence,China's shale gas and other unconventional natural gas have been vigorously developed.Sichuan is blessed with shale gas resources,and the shale gas industry has a golden opportunity for development.The generation,current utilization and disposal of oil-based cuttings from shale gas exploitation in Sichuan recent years are analyzed.Potential danger of environmental safety due to the excess capacity of oil-based cuttings utilization and disposal and the recycling process of remaining solid phase resource are summarized.Difficulties in promoting experiments such as deep reinjection and environmental risk hazards yet to be tested are summarized.In response to these problems,environmental management suggestions are put forward such as strengthening information circulation,guiding project construction,strictly approving project environmental assessment and cross-province transfer,improving the efficiency of oil-based cuttings utilization,promoting the work related to the utilization of remaining solid phase resources,and carrying out diversified exploration and research.These suggestions are aimed to reduce the environmental risks of shale gas exploitation and achieve the goal which the oil and gas equivalent is amount to the annual oil production of the Daqing oil field during the period of high and stable production.
