摘要
科研项目经费包干制试点改革旨在解决科技创新不确定性与预算管理要求具体化之间的矛盾,经费管理模式、内部治理关系、逻辑假设主体改变,经费实质要求、绩效考核标准、诚信监督体系未变。31个省、自治区、直辖市的政策出台时效性、文件类型效力度、适用范围覆盖面存在显著差异,政策创新性趋同保守;23所样本高校在政策文件出台形式、间接费用提取比例、风险防控体系建设、结余资金留用管理方面进行了实践探索,统筹作用和监督体系仍需强化。未来需要弥合地区间科技创新政策关注度存在的显著差异;强化地区和高校推动科技创新的主体地位和支撑作用;健全科研项目绩效评价、问责和监督机制;完善科研政策和项目信息公开公示及评估制度。
The pilot reform of the scientific research project funding contract system aims to solve the contradiction between the uncertainty of scientific and technological innovation and the specificity of budget management requirements, changes in the funding management model, internal governance relationship, logical assumptions, substantive requirements for funding, performance appraisal standards, and integrity supervision system unchanged. 31 provinces, autonomous regions, and municipalities directly under the Central Government have significant differences in the timeliness of policy issuance, the effectiveness of document types, and the coverage of application scope, and the policy innovation is convergent and conservative;23 sample colleges and universities are in the form of policy document issuance, the proportion of indirect cost extraction, and risk prevention and control systems. Practical exploration has been carried out in the management of construction and the retention of surplus funds, and the overall planning role and supervision system still need to be strengthened. In the future, it is necessary to bridge the significant differences in the attention of science and technology innovation policies between regions;strengthen the main position and supporting role of regions and universities in promoting science and technology innovation;improve the performance evaluation, accountability and supervision mechanism of scientific research projects;improve scientific research policies and project information publicity and publicity.evaluation system.
