摘要
"十一五"以来,国家科研课题结余资金的管理模式变为原渠道回收,这在一定程度上减少了财政资金的沉淀,但也带来了结余资金回收难、部分承担单位突击花钱等相关问题。目前,结余资金管理已成为国家科研课题经费管理中最为突出的问题之一。本文从结余资金管理的背景和现状入手,通过问题分析,探讨解决结余资金回收难的有效途径。
Since the ＂Eleventh Five-Year＂, the policy of surplus funds of government-support project had changed, which decreased the precipitation of funds, and also raised operational trouble. Currently, the management for surplus funds of government-support project become a thorny issue which should be solved urgently. This paper starts from the background and status of surplus funds, analyzes relates policies, explores an effective ways to solve the problem.
