摘要
在分析海岸空间开发保护中存在的问题和影响因素基础上,按照开发活动的赖水性和陆海统筹原则,提出了基于海岸功能的海岸建筑退编线划定方法。该方法合理安排海岸线两侧陆海国土空间布局,主要考虑海岸的生态、生活、生产功能定位,同时叠加海洋灾害、海岸地貌、生态功能和海岸景观,确定海岸建筑后退距离和管控措施。可以为海岸带地区的合理利用、防灾减灾、亲海空间建设、海岸景观风貌设计和生态修复提供参考和依据,为滨海地区的规划和管理捉供思路。
Based on the analysis of the problems and influencing factors in the development and protection of the coastal areas,and in accordance with the principle of land-sca integration and water-dependent characteristics,this paper proposes a delimitation method for coastal construction setback lines,to arrange the spatial layout on both sides of the coastline reasonably.The method mainly considers the ecological,living and production functions of the coast,as well as marine hazards,coastal geomorphology,ecological functions and coastal landscape factors,to determine the setback distance and control measures for coastal constructions.It provides an approach for the rational use of the coastal zone,disaster prevention and mitigation,construction of coastal open spaces,coastal landscape design and ecological restoration,and offers ideas for the planning and management of coastal areas.
