摘要
利用PEST-SWOT模型分析“互联网+”背景下传染病医院发展的优势及弊端,了解其在现有政治、经济、社会、技术环境下面临的机遇及威胁。传染病医院具有专科诊疗、患者群体固定以及信息服务持续优化等优势,也存在单一学科发展、交通成本较高、留才优势较弱等弊端。政策环境利好推动传染病医院开展互联网医疗,但相关制度仍未完善。政府支持传染病医院建设但投入略显不足,医院运行成本高但收益低。传染病医院具有较高的社会正效益性,但公众对传染性疾病仍存在认知误区。虽然新兴信息技术在互联网医疗领域已被广泛运用,但数据传输技术、数据安全存储技术仍有待发展。“互联网+”背景下,传染病医院可基于网络实现跨区域上下联动,进行跨科室、跨医院协作。专科联盟内医院应充分利用医疗数据助力临床、科研,需采取必要措施保障信息安全。应积极提供智慧分诊、分时段就诊等院内服务,增设送药到家、病程追踪等院外服务。通过多渠道地加大健康宣教力度,运用医院官媒宣传疾病预防知识,在提高公众疾病知晓率的同时提升医院品牌形象。
The PEST-SWOT model was used to analyze the strength and weakness in the development of infectious disease hospitals in the context of"Internet+"and to investigate the opportunities and threats these hospitals face under the existing political,economic,social,and technological environments.Infectious disease hospitals have the advantages including specialized care,fixed patient populations,and continuous optimization of information services,but also have the weakness including single discipline,high transportation costs,and difficulty in attracting and retaining talents.The policy environment favors the adoption of Internet-based health care in infectious disease hospitals but the relevant policies and systems need to be further optimized.The governments support the construction of infectious disease hospitals but with insufficient investment,and the hospitals are confronted with high operating costs and low revenues.Infectious disease hospitals have high social positive impact;however,there are still misconceptions about infectious diseases in the general public.Although the emerging information technology has been widely used in the Internet-based health care,data transmission and data storage security remain challenges.In the context of"Internet+",infectious disease hospitals can realize cross-regional up-and-down linkage and cross-departmental and cross-hospital collaboration based on the network.Hospitals within the specialty alliance should make full use of medical data to assist clinical and scientific endeavors;however,measures may be taken to ensure information security.In-hospital services such as intelligent triage and time-slotted consultations should be actively adopted,along with out-of-hospital services such as delivery of drugs to home and disease tracking.Health education through multiple channels(the official social media of the hospitals)may increase the awareness of the infectious diseases among the general public and improve the hospital’s brand.
