摘要
组建数据管理机构是数字政府建设提升政府治理绩效的组织因素,但是组建数据管理机构对政府治理绩效的影响仍有待深入研究。本文依据组织赋权理论和组织赋能理论,采用2012—2018年286个地方政府的平衡面板数据,运用多期双重差分模型和调节效应,实证分析组建数据管理机构对政府治理绩效的影响。研究发现:(1)组建数据管理机构提升了政府治理绩效;(2)不同组建方式的数据管理机构提升政府治理绩效的效果有差异,重组新部门影响最大,下设事业单位影响次之,原有部门挂牌影响并不显著;(3)创新能力在组建数据管理机构与政府治理绩效之间的正向关系中发挥积极的调节作用;(4)创新能力的调节作用在不同组建方式中有差异,仅在重组新部门和政府治理绩效之间的正向关系中显著。本研究将组织赋权和组织赋能对象从微观层面的组织成员聚焦到中观层面的政府机构,整合了结构赋权和资源赋能视角,扩展了组织赋权理论和组织赋能理论的应用范围。
With the wide application of big data,artificial intelligence,blockchain,and other emerging technologies,the construction of digital government has become an important path to optimize government operations and processes,improve government transparency and credibility,and enhance public participation and satisfaction.The establishment of data management institutions is an organizational factor in the construction of digital government to improve government governance performance,but the impact of the establishment of data management institutions on government governance performance requires further study.Based on organizational empowerment theory and organizational enabling theory,and adopting balanced panel data of 286 local governments from 2012 to 2018,we divide local governments into an experimental group and a control group on the basis of whether or not a data management institution has been established.We then use a multi-period differences in-difference model and the moderating effect to empirically establish the impact of data management institutions on government governance performance.It is found that,on the whole,the establishment of data management institutions improves the performance of government governance.At the same time,the effects on improving the performance of government governance is contingent on the nature of the formation of the data management institutions.The impact of a reorganization of new departments,named New Agency,has the greatest impact on performance.The influence of subordinate public institutions,named Public Institution,takes second place.Finally,the effect of the original listing departments,named New Name,is not significant.In addition,innovation ability plays a positive moderating role in the positive relationship between the establishment of data management institutions and government governance performance.However,the moderating effect of innovation capability varies among the different formation methods,and it is only significant in the case of the positive relationship between the establishment of a reorganized new department( New Agency)and the performance of government governance.In the case of subordinate public institutions( Public Institution) and original listing departments( New Name),the positive moderating effect of innovation capability is not significant in the relationship between the establishment of data management institutions and the performance of government governance This research focuses on organizational empowerment and organizational enabling objects from micro-level organizational members to meso-level government agencies.At the same time,this study integrates the perspectives of structural empowerment and organizational empowerment,and it expands the range of the application of organizational empowerment theory and organizational enabling theory.
