摘要
拜登政府推行“清洁能源革命”,实质是通过能源政策的调整,不断扩大美国在清洁能源领域的优势,维护美国在碳减排与应对气候变化领域的全球霸权。“清洁能源革命”包括多项举措:在国内主要表现为限制化石能源开发,加大清洁能源技术投资,发展清洁能源经济;在国际层面则表现为广泛开展对盟友的气候和能源外交,同时对华开展强制外交,进而提升发展清洁能源的全球领导力。“清洁能源革命”具有综合性、务实性、战略性等鲜明特点,同时也因其重构各方利益关系而面临来自国内外的严重阻力。“清洁能源革命”或将重塑中美能源博弈格局,中国应审慎应对美国挑战,在推进自身清洁能源技术进步的同时,积极拓展伙伴关系,更好地参与到全球能源、气候治理中去。
The Biden's plan for"Clean Energy Revolution"is in essence to reinforce the lead of the United States in the clean energy field through adjustment of energy policies,so as to maintain the global hegemony of the United States in the field of carbon emission reduction and climate change."Clean Energy Revolution"includes a number of measures both domestically and internationally.Domestically,the Biden administration works towards limiting fossil energy development and developing clean energy economy.Internationally,it embarks on extensive climate and energy diplomacy,expanding alliance relations,carrying out coercive diplomacy with China to boost its global leadership in developing clean energy.Since the"Clean Energy Revolution"has such distinctive characteristics as comprehensive,practical,strategic and faces serious resistance from home and abroad because of the interests of all parties concerned,the"Clean Energy Revolution"may reshape the energy game scenario between China and Untied States.It is suggested that China should prudently respond to the challenge of the United States,and actively expand partnerships while advancing its own clean energy technology to secure its effective participation in global energy and climate governance.
