摘要
作为新时代城市治理发展方向的人民城市被赋予了新的内涵。人民城市即坚持以人民为中心的城市发展观,坚持人民至上,注重人民城市人民建,人民城市为人民,由人民共享发展成果。在对人民城市的历史发展脉络进行梳理的过程中,可以看出中国城市治理在价值属性、问题导向、参与过程等维度发生了变化,因而人民城市具有人民性、有效性、参与性的基本属性。以人民性为根本属性、以有效性为特有属性、以参与性为基本属性的人民城市三重属性对城市治理未来形态的塑造提出了新要求,人民城市需要构建城市治理复合形态,即主体复合、服务复合、流程复合的三重复合逻辑关系,以推动城市治理现代化的实现。
People's cities have been endowed with new connotations with the development direction of urban governance in the new era.People's cities are cities that adhere to the people-centered concept of urban development,put people first,focus on constructing cities by people and for people,and ensure sharing the achievements with people.In the process of combing the historical development of people's cities,China's urban governance has changed in the dimensions of value attribute,problem orientation and participation process,so people's cities have the basic attributes of affinity to the people,effectiveness and participation.The three attributes of people's cities,which take the affinity to people as the fundamental attribute,the effectiveness as the unique attribute,and the participation as the basic attribute,put forward new requirements for shaping the future form of urban governance.People's cities need to be built in a compound form of urban governance,which embodies a triple composite logical relationship of subject composition,service composition,and process composition,and ultimately promotes the realization of urban governance modernization.
