摘要
离农农户退出承包地不仅是我国统筹城乡发展的客观要求,也是农村土地资源优化配置的必要条件。已有研究表明,农地的保障功能是制约农户退出承包地的关键因素,但其内在影响机制的研究却有待深入。该文力图从我国农地经营中存在的突出问题、农地承包权的保障功能及其内涵、农地承包权退出现状、农户承包权退出意愿的影响因素及相关政策建议5个方面对既有的研究进展进行梳理和评述,以期为构建农地保障功能替代机制的理论研究和政策实践提供有益参考。
The withdrawal of rural households from contracted land is not only an objective requirement for the overall planning of urban and rural development, but also a necessary condition for the optimal allocation of rural land resources.Previous studies have shown that the security function of agricultural land is the key factor restricting farmers from withdrawing from contracted land, but the research on its internal influence mechanism needs to be further studied. This paper tries to sort out and comment on the existing research progress from the following five aspects, the outstanding problems existing in the management of agricultural land, the guarantee function and connotation of agricultural land contract right, the present situation of the withdrawal of agricultural land contract right, the influencing factors of farmers’ willingness to withdraw from farmland contract right and relevant policy suggestions. The purpose of this paper is to provide useful reference for the theoretical research and policy practice of constructing the substitution mechanism of agricultural land security function.
